The Government of the Republic of Angola has received a loan of US$ 150 million from the World Bank (WB) and a donation of US$ 50 million from the Global Partnership for Education (GPE) to implement the TERTIARY EDUCATION, SCIENCE, AND TECHNOLOGY PROJECT (TEST). The Project is budgeted at and intends to apply part of the proceeds for consulting services for the Hiring Services for conception of Communication Strategy.
The consulting services (“the Services”) include produce, facilitate and provide all fundamental project information to interested parties, whether internal or external, through formal and informal channels.
The consulting service will have a maximum duration of three (3) years. The estimate of man-month, is 72.

The TERTIARY EDUCATION, SCIENCE, AND TECHNOLOGY PROJECT (TEST) now invites eligible consultancy companies (“Consultants”) to express their interest in providing the Services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
The Service Provider can be a company or a consortium of companies with relevant knowledge in communication and image, and must demonstrate that they have:
- Experience of at least 5 (five) years in planning, conceptualizing, scripting, capturing and producing institutional, internal communication and branding campaigns.
- Proven experience of at least 5 (five) years in communication projects for social development, with the production of key messages and graphic design materials.
- Experience of at least 5 (five) years and with recognized quality in the market in the creation, development and production of TV and radio spots, preparation of scripts with various technical resources, such as animation, external capture, studio recording, radio spots, editing and production.
- Proven experience of at least 5 (five) years in broadcasting in different mass audiovisual media in Angola (TV, Radio, Newspaper).
- Proven experience of at least 5 (five) years in traffic management on social networks, social media management, website management and updating, marketing production and creation of graphic pieces.
- Experienced team or proven ability to perform all necessary functions from creation to production of graphic and electronic communication materials.
Preferred Qualifications
- Work experience in Angola or Portuguese-speaking African countries.
- Experience in digital communication management, website development, graphic design, text production.
- Experience in data management (monitoring, evaluation, production of Dashboards).
- Knowledge of the challenges of higher education in Angola.
- Proven experience in projects financed by the World Bank, Global Fund for Education (GPE) and other international organizations.
- Oral and written fluency in Portuguese and English.
Key Experts will not be evaluated at the shortlisting stage.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.
