The Government of the Republic of Angola received a loan of US$150 million from the World Bank (WB) and a donation of US$50 million from the Global Partnership for Education for the implementation of the Tertiary Education, Science, and Technology Project (TEST) and intends to apply part of this financing to hire a firm to provide Executive Project and Environmental and Social Management Plan for the Infrastructure of ISCED of Uíge.

The TEST Project aims to: (i) improve the quality of student preparation to increase total enrolment and expand opportunities for more equitable access; (ii) improve the quality and alignment of curricula with the labour market and instruction in priority training areas; and (iii) improve the governance and management of the education sector.

The consulting services (“the Services”) include to prepare the execution project, environmental and social impact study, including the other essential parts for the launch of the international tender for the construction of ISCED of Uíge.

The consulting service will have a maximum duration of five (5) months.

The Tertiary Education, Science and Technology Project (TEST) of the Ministry of Tertiary Education, Science, Technology and Innovation now invites eligible consulting Firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  • Proven experience in architectural projects with a minimalist and essentialist approach.
  • Knowledge of environmental sustainability and energy efficiency, especially the World Bank’s environmental and social standards.
  • Ability to draw up detailed and specific plans for the execution of works.
  • Familiarity with legislation and technical standards applicable to the civil construction sector.
  • At least 10 years of experience in the field of architecture, including the design of public buildings, including educational facilities.
  • At least 10 years of experience in the field of structural engineering and building design, including work in locations at risk of floods, drought and/or earthquakes and knowledge of both international best practices related to risk-resistant design and local regulations.
  • At least 10 years of experience in civil engineering, geotechnical engineering and site design.
  • At least 10 years of experience in the field of electrical engineering, plumbing and building mechanics, including work in developing country contexts with and without water, sanitation and centralized energy.
  • Demonstrated experience in designing academic institutions or other public buildings in Sub-Saharan Africa.
  • Demonstrated experience in methods of engaging community stakeholders as part of the design process.
  • Knowledge of existing regulations and standards for the construction of buildings and other public facilities in Angola.
  • Experience working with national governments and international organizations.
  • Computer skills and experience (knowledge of AUTOCAD, CYPCAD, Revit or other structural design and calculation programs), planning and project management programs.

Key Experts will not be evaluated at the shortlisting stage.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

As per the Financing Agreement between the Government of Angola and the World Bank, the Consultant will be selected in accordance with the Quality And Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
